Plot Summary

• Following his pursuit by Kirill, Jason Bourne (Matt Damon) eludes Moscow police while running wounded through a train station. Jason deals with more flashbacks from when he first joined Operation Treadstone. In the flashbacks, Jason can almost make out the address of the building as he is being led through the corridors by a medical professional. Jason gets into a closed pharmacy to get medicines to treat his injuries and to administer pain killing injections to himself. Jason is found in the pharmacy, but he doesn't kill the Russian police pursuing him and escapes.Six weeks later, CIA Deputy Director Pamela Landy divulges the audio-taped confession of Ward Abbott, the late former head of Treadstone, to Director of the CIA Ezra Kramer (Scott Glenn). Kramer understands that Abbott as a rogue station chief ordered the hit on Marie Kreutz in India, the girl who was helping Jason. Jason came back for revenge and taped Abbott's confession and Abbott committed suicide.Landy says that Jason went to Moscow to meet the daughter of his first target, which means he is retracing his steps, looking for something in his past that he has not found yet. Landy says that if Jason wanted to hurt them, he could have sent the tape to the media.Meanwhile, in Turin, journalist Simon Ross (Paddy Considine) of The Guardian meets an informant to learn about Bourne and Operation Blackbriar, the program succeeding Treadstone. The CIA tracks Ross as he returns to London, after his mention of "Blackbriar" during a cell phone call to his editor is detected by the ECHELON system. Deputy Director Vosen activates his entire team to track Ross, to make sure that the reference to Blackbriar is contained.Bourne reappears in Paris to inform Martin Kreutz (Daniel Brühl), the brother of his girlfriend Marie Helena Kreutz, of her assassination in India.Bourne reads Ross's articles and arranges a meeting with him at London Waterloo station. Bourne realizes that the CIA is following Ross and helps him evade capture for a while. Jason takes a Prepaid burner phone and sneaks it into Ross' coat pocket. He uses this phone to communicate with Ross and to guide him through the station and way from Vosen's agents. Jason manages to steer Ross away, meets him alone in a crowded marketplace and asks about Ross' source. Jason says that Ross is in danger because he spoke to someone inside Treadstone, someone at the beginning. Ross says that Blackbriar is an upgrade of the Treadstone program which started with Jason.Vosen sees on video footage that Bourne was helping Ross. Vosen assumes that Jason is the source that divulged the Blackbriar information to Ross. Vosen orders to seal all exits and to eliminate both Ross and Jason. Jason asks Ross to do exactly what he says. But Ross panics and ignores Bourne's instructions, Ross is shot and killed by Blackbriar assassin Paz (Édgar Ramírez) on orders of Deputy Director Noah Vosen (David Strathairn). Bourne took Ross's files after he was killed by Paz, and escapes before Paz can get a clear shot at him.Vosen reports the involvement of Jason to Kramer. Pamela Landy (Joan Allen), who had been assigned to hunt Bourne six weeks earlier, but was unsuccessful, is brought in to help Vosen. Landy does not approve of Vosen initiating a firefight at a public train station to kill a reporter, but Vosen retorts that she should not judge a live operation from an armchair.Vosen's team, reluctantly assisted by Landy, analyzes Ross's notes at his apartment and identifies his source as Neal Daniels (Colin Stinton), a CIA Madrid station chief involved with Treadstone and Blackbriar. Bourne makes his way to Daniels' office (he found the office address in Ross's notes) in Madrid but finds it empty. Neal Daniel had taken the Blackbriar files with him the moment he heard about Ross's death on the news. Jason incapacitates gunmen sent by Vosen and Landy.Nicky Parsons (Julia Stiles), a former Treadstone operative who shares a history with Bourne and is now posted in Madrid, tells him that Daniels has fled to Tangier and aids his escape from an arriving CIA unit. Vosen tells Landy that Blackbriar is the umbrella term for all CIA covert operations and programs. Daniels ran operations in Southern Europe and Africa and so has access to everything. Vosen wants to eliminate both Daniels and Bourne, as he thinks Bourne wants to expose Blackbriar. Bourne tells Nicky he just wants to know how it all started, and maybe Daniels can tell him about his past. Nicky says she is helping him, as she used to have feelings for him.Nicky learns that Blackbriar "asset" Desh Bouksani (Joey Ansah) has been tasked with killing Daniels. Nicky asks Desh to meet her at a cafe, so that Bourne can follow him and get to Daniels. Vosen sees that Nicky accessed information about Daniels and sends Bouksani after Nicky and Bourne as well, a decision with which Landy fiercely disagrees. Landy asks "where does this end, if we kill our own". Vosen says, "It ends, when we've won".Bourne follows Bouksani to Daniels but fails to prevent Daniels's death by a planted bomb. However, Bourne manages to kill Bouksani before he can kill Nicky. After sending Nicky into hiding, Bourne examines the contents of Daniels' briefcase and finds the address of the deep-cover CIA bureau in New York City, where Vosen directs Blackbriar. Bourne travels to New York.Landy receives a phone call from Bourne, which is intercepted by Vosen. Landy thanks Bourne for the tape he sent her which revealed the corrupt dealings of former Treadstone director Ward Abbott (Brian Cox). When Landy tells him that his real name is David Webb and gives him the birth date "4-15-71", Bourne tells Landy to "get some rest" because she looks tired, tipping off that he is in New York and watching her from an overlooking building. Vosen intercepts a text to Landy from Bourne of a location to meet up and leaves his office with a tactical team. Bourne, however, waits for them all to leave, enters Vosen's office, and takes classified Blackbriar documents. When he realizes that he has been tricked, Vosen sends Paz after Bourne, but the resulting car chase ends with both crashing their cars into a concrete barrier. Bourne holds the injured Paz at gunpoint but spares his life.Bourne arrives at a hospital at 415 East 71st Street, having figured out Landy's coded message. Outside, Bourne meets Landy and gives her the Blackbriar files before going inside. Vosen also figures out Landy's code and warns Dr. Albert Hirsch (Albert Finney), who ran Treadstone's behavior modification program, that Bourne is coming. He follows Landy inside the building but is too late to stop her from faxing the Blackbriar documents out.Meanwhile, on an upper floor, Hirsch, the doctor who ran the behavior modification programs for Vosen and trained the operatives, is confronted by Bourne, who now remembers that he volunteered for Treadstone. As Bourne flees to the roof, he is confronted by Paz, who asks, "Why didn't you take the shot?" Bourne asks Paz if he knows why he's supposed to kill him. Paz lowers his gun, but Vosen appears and shoots at Bourne as he jumps into the East River.Some time later, Nicky watches a news broadcast about the exposure of Operation Blackbriar, the arrests of Hirsch and Vosen, a criminal investigation against Kramer, and the whereabouts of David Webb / Jason Bourne. Upon hearing that his body has not been found after a three-day search of the river, Nicky smiles. Bourne is shown swimming away in the East River.

Storyline

• Bourne is once again brought out of hiding, this time inadvertently by London-based reporter Simon Ross who is trying to unveil Operation Blackbriar--an upgrade to Project Treadstone--in a series of newspaper columns. Bourne sets up a meeting with Ross and realizes instantly they're being scanned. Information from the reporter stirs a new set of memories, and Bourne must finally, ultimately, uncover his dark past whilst dodging The Company's best efforts in trying to eradicate him. — Corey Hatch After being recovered from the sea, and after losing the one he loves, Jason Bourne is one more step closer to finding out how David Webb became Jason Bourne. Whilst Pamela Landy has decided to leave Bourne alone, CIA Deputy Director Noah Vosen has other plans. He believes that Bourne is still dangerous and must be eliminated, before he finds out his true identity and takes the CIA down with him. — Film_Fan Bourne is once again brought out of hiding, Jason Bourne is now hunted by the people who made him what he is--legendary assassin.
